But they put everything in gen 2 because they thought it would be the last gen, hence the addition of a lot features and even an extra region as a farewell. I just see it (this particular freedom of choice over level curve part) as a experiment gone wrong, but at least they were bold enough to try. Gen 2 is my favorite gen but the level curve is a proper critique
