Here's an idea from me. Basically, these are creepy television-ghosts that mysteriously rise in the desert at night (that's the only time they can be caught), and they stalk prey in an attempt to overload them with sensory stimulus. I'm not acquainted with competitive Pokemon battling, so I'll leave the determining of stats, moves, and perhaps type to those that know those things better.
