In PvE it has to be pretty fast to be a DPS increase over Dark Pulse (which itself is worse than Foul Play) - but honestly with Hydreigon's attack stat it's not going to change anything anyway.
In PvP unless they didn't disclose the secondary effect of Brutal Swing it has to be 35 Energy for it to have any potential effect on Hydreigon but I think Hydreigon has other problems which a single move doesn't fix. Remember we have Leaf Blade in the game which is 70 damage for 35 Energy so a 65/35 isn't an unreasonable ask.
At 40 or above we should have just got Crunch. At that point even like 40 energy with 50% chance of attack drop won't have any real impact.

Look at Hydreigon in the main series games. Mediocre stats, colossal movepool. Which is here in GO? Which isn't? There's the problem. Outside of a complete movepool rework that's never going to improve. I'm talking Snarl & Dragon Breath with at least 5 different charged attacks and we all know that isn't happening.
If you don't care about the details and just want a shiny dennis hydra, go for it. Just don't do the whole Zweilous raid thing - you're encouraging Niantic in Shitty Business Practice #7352 which is

on the other hand, these zweilous raids don't allow use of remote raid passes (even though it'd make no sense to do so) so it makes le fat seethe so it's based etc. etc.
