Yes that's a bit vague, but that's fine, it's not much moreso that some other things in this franchise. It's fantasy. Cosmic Types largely being mysterious and inscrutable with enigmatic powersets fits their flavor anyway.

That one's fair. I mostly have no fucking idea. Cosmic is an ephemeral concept so the game devs are free to define what a Cosmic Pokémon is and what it is not. Cosmic Type doesn't need a ton of matchups, tho. Normal for example only interacts with 4 other Types defensively and offensively.
I'd like if Cosmic Type were weak to Psychic which likewise resists it, and for Normal to resist it. That's all I'm comfortable saying with confidence.
