a major problem with BW and xy(more of xy) is that they are so disconnected from the other series making little to no connections to the past and changing characters' personalities.
as for why Dawn is here?
well luckily for Dawn fans she is not only a popular character with a lot of plot in the past but she also has Piplup, the BDSP and PLA shilling ended with her last specials (the ones that actually shilled the games duh) her being here at the finals is completely story-driven, it just also happen that she also owns a Piplup that is extremely popular in japan, is a win-win scenario.
