And they aren't bad, no one is saying the Pokemon in UU or lower tiers are bad by definition. They are typically outclassed, or perform a role that is too niche for most people to need. Honestly, dropping a tier is usually a great thing for a Pokemon. Now it can do its role more effectively in a tier filled with Pokemon that aren't brutally stronger than it or outclass it. This is a good thing, and people who want to use that Pokemon aren't FORCED to use it in a tier filled with monsters, though if they choose to they still can. Nothing is stopping a person from using NU Pokemon in fucking Ubers.
Usage does skew towards stronger Pokemon or a team with good synergy, no matter how many people want to play with muh bros. Additionally, Showdown uses usage statistics only from people with a rating of 1750 or more. Pokemon can and do shift tiers, between generations and in generations. Mandibuzz shot up this gen because of the Overcoat buff and its resistances to commonly used moves.

If you think Smogon's rules are so terrible, just stop playing in their sandbox. "But I wanna use Mega Scizor against weaker Pokemon!" Too damn bad, go do it ingame. Smogon is fine, though this gen it has attracted an incredibly stupid pool of people who take the tiers as law, and your friends are obviously this. But hey, they're your friends.
