Maybe not OU per say it would be a significant buff. Rock/Ground is incredible offensive typing and there are very very few rock types. Onix also has stab Head Smash/Rock Head and Dragon Dance. Canonically makes sense as Onix acts as not only a Gym Leader's ace, but also part of an Elite Four Member's team. Also many pokedex entries call to Onix's speed in tunneling (Onix is already decently fast)
