To humans Slowpoke and Slowbro would be considered so far below the mental threshold that they probably wouldn't be considered adults or at the max would be seen as vulnerable adults(Pokemon might view them as adults maybe, humanity would probably not). But as soon as it becomes a Slowking, its mental maturity and intelligence magically skyrockets to a point where its probably legal to have a romantic/sexual relationship with one by like age 1 or 3 or something absurd like that.
