It was only ever (intended as) a surprise you had to fight an additional trainer in Gen 1.

Evidently new champs don't automatically become the champion that actually defends the title at the Elite 4 location, going by examples like Red.

I didn't give the names of my Elite Four because I copied them from my childhood fanfiction where my characters tended to be carbon copies of good friends I had in real life (not good to give out on 4chan) and I took the legendaries off their teams to look more like a real Pokemon game's Elite Four.
