They just have a rather specific set of ideas and conventions they use for designing pokemon, and it just so happens to mean that every so often, a pokemon has an aesthetic that is more appealing to furry's then others. They may or may not be actively aware of this, but they are not fucking designing them to tap into a market of people who want to fuck imaginary creatures.
