Team Rocket's goal was to make Ash lose the league.

Also, if you think the anime follows any logic, then it doesn't make any sense that Krabby did a great job at the league from the very start considering it's a pokemon that was with Professor's Oak the entire time since it was captured and it had never been used by Ash.
