I know people have pointed out that they seem to match with the interior of the football stadium, but it might function as both? Otherwise it seems really odd that there's as many as there are with no signs of anything that could be a gym. Plus the fact that they have assigned types seems odd. Maybe you have to beat the gym leaders in a football game first, then fight them. Or maybe the Grass stadium specifically just has a football gimmick. Otherwise if the mansion and the dragon tower are gyms, it'd also be weird that they're the only two with visible battle fields.
