What justifies a Pokemon being a unique species, as opposed to a form?
Obviously Pokemon forms have been around for a long time, but recently, particularly with Sun/Moon, the new forms are for all intents and purposes new Pokemon, with only a resemblance to their originals. And if that's the case, what really makes a Pokemon unique enough to justify being its own species as opposed to a form of a Pokemon?
To clarify what I mean, we have Forms that have different
>Appearance
>Type
>Base Stats
>Level-up Moveset
>Ability
>Evolution Method
And are still considered the same Pokemon. So if none of these criteria are considered different enough to justify being a new species, what is? What separates Mew from being a form of Kingler?
