I disagree. There are definitely bad designs, albeit few, and no amount of lore or design focus can fix that - in most of the cases for bad designs it is actually the problem.
For example, the monkey trio. I personally love them and I adore what Unno was going for, but the monkeys end up a rare case of genuine overdesign in Pokemon. Unno was attempting to cram in so many different themes at once that none of them actually end up strong enough on their own to convey the designs properly, nor is their enough room for creating a generic appeal the same way something like Charizard has as there is simply too much going on. You can say "but they're based on this!" not just once but several times, yet that still that won't magically make them good. It's like when you explain a joke - that doesn't make the joke funny, it just lets the person understand. They might appreciate it now, but they won't be laughing their heads off.
