Lore rules come in effect when you capture the pokemon. Some of them have an immediate effect upon capture, while others have passive rules that stay with the pokemon forever or until removed (by a condition or another lore rule). If a pokemon has different lore rules than its evolutions, you give it the one according to its current evolutionary stage when you meet it, and it doesn't change when it evolves.Here is the page for the Chikorita line. Instead of Caesar being too stuck-up to share a rule with another member of the party, I could have rolled that he was unable to stand indoors for more than 3 turns, or took his sweet time evolving.
The asterisk is supposed to mean it only applies when rolling for Chikorita, maybe Bayleef. If you obtain a Meganium somehow other than evolving (trade or romhack, for example), or you have to reroll its existing rule because of another Pokemon's lorerule, then the ones with asterisks are excluded from possible generation.
