For example if you want to move a pokemon like lets say Pidgeot then you wont be able to transfer your favorite pidgeot from ruby and sapphie over to use in this game. Its a standard feature that has been an integral part of pokemon games for the serious players that have played each pokemon game for the last 18 years or so. Theyre taking advantage of the casual pokemon go players that dont know shit about pokemon or havent played an actual pokemon game since red or blue or started on pokemon go.. theyre throwing the most loyal fans under the bus because the core games on dedicated nintendo hardware didnt turn as much of a profit as this shit mobile platform app that is centered towards casual players that got onboard with pokemon that wasnt actually pokemon although it turned a massive profit compared to actual pokemon games. theyre excluding pokemon solely for the purpose of being able to have all your pokemon in a paid subscription like service in the form of a separate app like netflix or etc to keep making money off pokemon players after the sword and shield game line is done turning profit. Having all the pokemon is a core part of the game to the most dedicated fans, and now they want a premium because they saw people will keep paying for it afyer looking at the microtransaction pay as you play model used in pokemon go.
