You should take a look at Gen 2 Bugsy for reference:

Provides a challenge even if you bring in Pokemon like Geodude or Pidgey>Quick Attack, can be used to score a KO, but can break the Fury Cutter streak>Leer, can lower your defenses, causing the former two attacks to deal more damage, but leaves a window of opportunity for counter-attackIt's not amazing or anything, but there's a clear strategy he uses that can provide a challenge for early game, and once you figure it out you can even counter play it by:
>Using accuracy moves such as Sand-Attack, flinching moves such as Bite, or status moves like Supersonic to break Fury Cutter's streak>Using moves like Growl, or to a lesser extent, Defense Curl, to weaken Fury Cutter and Quick Attack>Can whittle down HP with Poison Sting/Poisonpowder, Paralyze with Lick or put to sleep with Sleep Powder/HypnosisAnd possibly many other options for early game.
What's the strategy in your fight? Spam swift to get past Double Team? You can't do that since Scyther can use Roost to out-heal the pitiful damage. Hell even using status moves just becomes pure luck thanks to Double Team and Sub. Are you just to assume the player will bring in a Geodude just to KO his Scyther in two hits, or over level the entire party? You really need to find a middle ground. Even Gen 4 Bugsy, while harder, has a fair strategy that you can counter play with the current options given to you.
Sorry for the autism rant, I just always see people fall into this trap. Part of the enjoyability of Pokemon is being able to experiment, when you make sets like this the game becomes super flowcharty. Sorry if that's what you're going for, tho.
