The Necrozma dex entry explicitly states it isn't.
The game mechanics that effect UBs do not effect it.
The NPCs who tell you what UBs are and are right 100% of the time say it is not.
I'll repeat, please post any evidence it is a UB and not a story that doesn't mention UBs in any way shape or form. It doesn't even mention another dimension or wormhole for fuck sake
