The reason why the DVD-rip looks lighter is because it has better quality and the TV-rip seems to be forced to zoom in for comparison.
Assuming I'm the troller, I'll keep that black line for a few frames to give the impression it's her pubis, increasing the thickness of the blackline doesn't show anything.
