The saci might explain whimsicott's skin and behaviour but it still fails to adress the cotton part (interestingly enough this saci part comes as the vegetable lamb almost vanishes).
But once again, context is king. As many origins as there might be, what you do have is two grass pokémon in an America-based region paired together. One with white skin and the looks of a belle, another with dark skin based on cotton.
Lilligant can't be understood as a southern belle without cottonee, and cottonee can't be understood as a cotton slave without lilligant. But the fact is that both come together as counterparts.
