Even with HGSS they added a bunch of Johto mons before E4 like Misdreavus,Larvitar etc. but kept things like Houndour in Kanto and also they removed Sneasel from the ice path and removed Phanpy from the starting route, what kind of special asshole you'd have to be to do something like that
