Maybe something similar to the pic I posted to keep Dragonair and Dratini's shape. Put some wings on it and replace whatever's on its back with tufts of white fluff, at least from the top of its head to its shoulder. Have the horns be made out of the same material of the jewel under Dragonair's mouth.
