Even with unlimited TMs, many of the good coverage moves will require either going out of your way to collect items or grinding in the Subway.
And you'll have to use most of your shitty TMs at least once to get relearner moves once Driftveil is accessed, as it's the only consistent source of Heart Scales pre-E4.
