Genius Sorority was never a big dev, and the mons they had to animate certainly started mounting, so I wouldn't be surprised if they got outside help. And GF has already gone on record stating that upwards of hundred of freelancer could be hired for the development of a Pokemon game and that very thing happened for SwSh, with it having literally more than 3X GF's regular staff noted as working on it (though I reckon a lot of those were translation or what have you)
