Normalfags are people who only like Gens 1 (and possibly 2), Go, Let's Go, and Sword and Shield.
They dipped out of the series as soon as Pokemania ended and it stopped being the "in" thing to be a part of. Then they came crawling back when Pokemon started to become popular with the normalfag crowd again with the introduction of Go. Normalfags just follow trends. And when you follow trends for the sake of following trends, you don't give a shit about quality, which also explains why they're all so quick to defend Let's Go/Sword and Shield as "true fans".
The girl in that animation is either an outlier or she isn't actually a normalfag and is good at concealing her power level.
