Mew is the literal interpretation of an embryo pokemon in the sense that it is the beginning form of every pokemon.
now, let's take a step back. the move transform is only useable for TWO pokemon, ditto and mew. there are already theories stating that ditto is a failed mew creation, but i will not get into that.
now, what does the move transform do exactly? it changes your pokemon to be an exact copy of your enemies pokemon. but, that is only the battling use of it. in the show and manga, Transform is a move that can change the form of a ditto or mew into anything.
my theory is that when the species of the mew died out, they didn't become extinct in the way that we know. each and every mew took on a form of a new pokemon. the last mew never fully transformed into another pokemon to preserve the mew species so that it would never fully become extinct.
but through some event, whether it be that the last mew was actually female and gave birth to more, or that new mews were successfully cloned but weren't needed because of their playful attitude rather than the tough warriors Team Rocket had in mind (therefore leading them to create the pokemon we know as mewtwo), the mew population began to increase. and like before, these new mews began to transform into new pokemon. and these new pokemon went off to live in foreign lands, places far away from Kanto where they could be in peace with each other.
what i'm saying is that Mew is every single pokemon from every generation (not including manmade ones)
