If so, you have to consider the fact that G/S were released during Gen. 3 when G/S were part of Gen. 2. Groudon and Kyogre weren't available in any of the Gen. 4 games till HG/SS, unless you transferred them. I know you couldn't transfer from Gen. 2 to 3, but they did make them available in Colosseum & GoD.
And I still think I make a valid point that putting Kyogre and Groudon on the front cover when they aren't in the game is still very misleading.
