Why the fuck would they release a game and immediately expect you to have beaten the game and formed a fully-trained team? The first state championships start very early in the year, leading to the regional, national, then international. If they released a game within that time period of course they can't expect people to use that during the Championships.
Also, they HAVE to announce the Championships rulesets at around this time, so obviously if they plan to announce a game later, they can't just say "oh by the way you won't be using ORAS, you'll be using this game we haven't announced yet, good luck training kiddos".
