If it does manage to break OU (I don't think it will), it's nowhere near as close to a counter that Talonflame was. Giga Drain is a standard on Volc, so it creates a 50/50 in your favor. Plus it's much more one-dimensional than Talonflame that could run band/support/bulk up/sd and whatever else it wanted to do.
