It's like Future Sight mixed with Seismic Toss. In 3 turns, opponent or whoever switched out in place of it will be dealt damage in HP equal exactly to the user's level x 2. Gothitelle gets this move too for flavor reasons. Does not stack, you need to wait for the first one to finish first.
Is 200 HP at lvl 100 too much damage for most pokémon? It's not supposed to 1HKO most things, just do a good chunk. Hopefully a little over half unless you're like, Blissey.
