Imo it's the only one that can be called a proper movie because it's the only one that can be really watched and fully enjoyed without the context of the ashnime. It's self-contained, wholesome and the narrative doesn't try to push in unrelated bloated filler bullshit. It's the only Pokemon movie to kill off a character in a not PG and not "over-the-top-so-dramatic-that you don't feel sad" way. Also, the emding was really symbolic, the sea town setting had a perfect balance with the narrative and the whole thing just felt so natural like a proper real life movie. None of the other Pokemon movies are like this one. They're all nice but this is the only one that's close to perfection for what it is.
