By acquiring town's badges you can qualify for state/province battles that happen 2x a year. Those lead to national battles and then international. It's essentially the olympics and unless you have a sponsorship you're not going very far unless you're wealthy.
In this world anyone can be a pokemon trainer by going through classes and writing a written exam. Then the face their local gym leader and obtain their town's/city badge.
