Much like Avalaugg, it has all the tools and stats needed to be an excellent defensive pokemon, kept in check by its crappy defensive type, dragon types could have high stats and wide movepools kept in check by a type that's pretty much a nerf to anyone who has it.
Obviously, Fire, Water and Electric would receive nerfs to balance things
