IIRC the original plan was to retire Ash after winning the Johto league, hell they even gave him his big moment of surpassing Gary his biggest rival. GS ball got shelved because they decided to use Celebi in the movies which is such a shit decision.
I think there's also an original Japanese trailer of the first movie that had an older misty telling a story to what seemed like her kid with a pikachu.
But no any attempt or chance the show had to actually gain some actual closure was quickly killed in favor of it just being a marketing device after GS. I can only hope that the stuff about the new series being set in all regions and ash going back to complete everything will serve as a final conclusion to his character because at that point he's got nothing else going on that can't be just replaced by a new character.
