Yellow-green is like "could use some modifying but is mostly ok I guess", Yellow should have more clarity in its design or looks too much like either a smaller/bigger version of its evo/prevo, or looks like another mon in the dex, or is bordering on infringing on existing mons.
Orange is something that seriously needs some rework, possibly removed. Applies to evo stages that are bordering pointlessness/sameness, mons that are getting closer to existing mons, or is just bleh.
Red means that it needs a total revamp to separate it from another mon, or doesn't need to exist. Seriously, the fire-rabbit looks a thousand times better when the evos aren't the same. Evolutions need to have an impact, or at least a feeling of progress.
