>>56617832It's one of those thunder drum oni guys. The green tufts of hair(?) represent the drums. Because it only has one horn it was probably a first evolution and was supposed to become something else. So many of the deleted Pokemon are single stages that it's likely many are missing an intended evolution or pre-evolution.
