Yakuza boss villain is a great concept, but he's too bland and undeveloped.

His character was vastly improved in AS and I actually like him a lot but his plan wasn't the greatest. His personality might be by favorite out of all the villains though.

Like Archie, improved in OR and actually not a bad villain. His plan still isn't nearly as good Cyrus's though.

Has a well thought out plan, pretty interesting motivation, and is surprisingly complex for a Pokemon character. He even has some backstory. Also has a great team in Platinum.
>Ghetsis
Ghetsis is cool but he's too cliche to be the best villain IMO. He has the best team though.
>Lysandre
His plan and motivation are too all over the place.
