Piplup gets wrecked by Cranidos. It loses a direct head to head as well, as Cranidos has a a high chance to 2HKO while Piplup 3HKOs, and Cranidos is faster.

You will have some amount of EVs, but the point here is that none of the starters can safely handle Cranidos while screeched on the same level- not even the one that has evolved. Piplup can't handle it even when it isn't screeched.
