Japanese with a tan. I actually drew what an Ungyaru'd Ruka would look like. She's naturally pale but constantly and consistently tans to get her gyaru glow.
I just assumed Rosa would feel a little flustered since Ruka does have that in-your-face gyaru energy.
I've also been thinking about how I would write Ruka's interactions with Piper. I think Piper wouldn't like her much. She's very goal oriented and driven by a lofty dream. Ruka's a pokemon trainer merely because she finds it fun. Would probably make it seem like she's not talking battles seriously.
