Most people go straight to subjective features of the games like the Pokémon designs or the story, but you have clearly played through it and identified a lot that was wrong with it better than I could have. The fact is gen IV has never sat right with me, even when I first played it. But I couldn't put my finger on the reasons for it as well as you have.
Legendary abundance, HM abundance and the slow engine are biggest flaws with gen 4. Theoritically everything but the legendary situation could be fixed in a remake, while lore and music were some of the only things I liked about gen 4 and could easily be improved upon in a remake.
