It's a crime that whenever you face Brock in a setting other than the 1st gym battle (Rematches, GSC, HGSS, B2W2, etc) he has such a pathetic ace
Just like Scyther doesn't get an increase to its BST upon evolving, you could argue the same should happen with Onix since they evolve with the same item.
I propose the following stat spread, of course it's still going to be a shitmon, but a much more respectable one (maybe a fast stealth rock setter, sturdy + eviolite gets better, it's earthquake is not as pathetic, etc)
basically Steelix gets -80 Speed, +40 Defense and +10 everything else (and of course, the much better typing so it's still obviously better, just like scyther is worse than scizor but a decent pokemon on its own)

no, it wouldn't, biggest change is speed and he should already be outspeeding whatever you have at that stage of the game, still has less attack than geodude, and it's still extremely weak to 2 out of the 3 starters and if that's not enough you could always give him meme movesets to balance things out, still it's not even as close as brutal as a starmie in gym 2.
