In the wild, the natural state of a Deino is to be hungry, covered in untreated wounds, and surrounded by predators. While also being completely blind. I'd expect anything accustomed to surviving under such conditions to be exceptionally hostile to just about anything it perceives. A Deino raised in a safe environment with a stable food supply would almost certainly grow into a more agreeable Pokemon than one that had to fend for itself in the hostile wilderness.
