As you might remember, Diamond and Pearl's regional dex didn't have many of the 4th gen Pokémon. Mainly evos of old ones, like Frosslass or Leafeon, but also some other late game mons, like Heatran or Rotom.
Since I doubt any of the leakers completed their regional dexs yet, it could be possible that there are extra Kalos Pokémon that are only in the post game.

True, but this gen is full of repeated mistakes of past gens, like the old EXP share and making Bug type even weaker

There was no real word yet regarding the E4, champion, or even the fight against the box legendaries. Plus, they might have repeated another past mistake, and made it so that you need to CATCH all of the Kalos dex to unlock the national dex.
