Compared E4 to Gyarados guy west of Sunnyshore and Salamance trainer above the resort area
Granted, lucky egg and having whatever pokemon you are training actually get KOs will give more EXP but there's the ease of one shotting mons with exp share on and a level 100 lead to consider also
