And just because Kanto lengthens the game a bit to match the other games in the series doesn't make the scaling not shit, anon. Kanto is even worse, after all. NPC trainers have low levels and gym leaders are unremarkable with the exception of Blue and all the Pokemon you can get across Kanto are low level.
