I assume he's supposed to be the out of touch american tech bro type, but everybody in the game seems to love him. He doesn't seem to do anything intentionally villainous until the game remembers it needs a villain. I figured Oleana was going to be the real antagonist but she was literally nobody. Then he just falls off the face of the earth once you beat him and you never hear about him again.
It felt like they were trying to retread the story from sun and moon but got literally everything wrong.
