Dawn form Lycanroc could have been intended to be in US/UM alongside dusk but was scrapped for those games to make an appearance in Let's Go Pikachu/Eevee. Why? Well, here's one of the definitions for "dawn":
>the start of a period of time or the beginning of something new>the beginning of something newThat second bit is what I am referring to because Kanto, as we all know it, was the first region, while Pokemon Red and Pokemon Green were the first-ever games which was the dawn of the franchise that we know of as of today. This seemingly-dumb theory "may" have some merit to it because they said that the games will have a "never-before seen new Pokemon", and Zeraora obviously wouldn't be that new Pokemon because it was revealed last month.
Like I said, please take this with a grain of salt because I could be wrong.
