Second one was an extremist living out her revenge fantasies, screwing over everyone who tried helping her, and then getting her ass handed to her when the time for actual revenge came. She was doomed to fail from the start, but she made a mess getting to her failure.
Long version:
Lusamine was just insane. Her desire to find her lost husband got warped over time into releasing aliens all over the place and living with them as a form of escapism. It's supposed to be ironic since she owns a conservation group and Hawaii gets railed hard by invasive species. That's also what a few real groups did, and it fucked the place over even harder.
Then in ultra, she doesn't go as crazy and the recon squad show her Necrozma to redirect her autism. She just becomes a batshit conservationist instead while telling everyone who wants to help her and has less violent methods of travel to fuck off. Probably did it because Nebby was from the wormhole that warped Mohn and she wanted it to suffer as part of her plan to save everyone from Necrozma, a threat from Ultra Space.
