I havent noticed any particular pattern, its always been a different point each time it happens
there are plenty of clefairys in my area, and apparently dragonites spawn in the same place as clefairys
but like I said, my best ones are the ones I evolved myself (the two strongest here)
I farm dratini religiously at uni, if possible I'll duck out of a lecture to go catch them
If you want a dragonite with good IVs your best bet is evolving your own, but you'll have to luck out with the moveset
I was blessed and for both the dragonite I evolved I got the exact moves I wanted
All that being said, I love catching wild dragonites just to collect them, even if I never use them to battle with
