1. Make the tips of the curls overlap the lowest ear. As it is, it looks like the curls just go straight down.
2. Make the ears less feather-like. It's more a matter of personal taste, but I really don't like the overly-large ears on some pics.
3. Instead of making the arms thicker as they go towards the hands, make it more like the arms in pic related.
4. Make the dress longer, and more separated. Also a matter of personal taste, but I prefer them as individual strands rather than a full dress.
5. Separate the top from the bottom dress higher up. The canon Gardevoir has it just below the crystal.
6. Keep the fingers closer together when she's idle. It makes the figure look more relaxed overall.
Mostly nitpicks/personal preference, but you're on the right track.
